Is there an online service provided by Verizon Wireless, or anybody else, that will download and protect pictures on your cellphone if it is lost or damaged? I just backed up my numbers using Backup Assistant for contacts, and was wondering if there was something similar for pics / videos.

Yes you need to download a plugin from cydia called tmobile US Postpaid and choose the one that complies with your plan

Yes you do need an internet or wifi to send an email.
But not to send a SMS as an email you dont.
